City Lake

Horn (Austria), 2022

Redesigning of the lake for free public access with wooden decks for recreation and events, enhancing the district with green infrastructure and climate-friendly amenities.

Previous state

The city lake of Horn (Austria) is a hundred and fifty years old and was originally used for swimming, as a fish hatchery, and ice-production. Over the years it gained new uses including boating, ice skating, cultural events, and eating out at a seasonal restaurant. Despite its social function, the lake was neglected over time and its facilities became dilapidated. Access for pedestrians, bicycles, and wheelchairs was restricted and the recreational infrastructure deteriorated. Entrance points to the water presented risks and were inadequate, especially for the elderly and people with problems of mobility. Nevertheless, the lake had always been a central meeting point of the town.

Aim of the intervention

The project aimed to open the restricted swimming area all year round and offer inclusive spaces for sport, culture and leisure, as well as improving the zone’s climate resilience, water quality, and accessibility.

Description

Spacious wooden decks introduced with the remodelling gave easier access to the water, now with a hundred-metre swimming lane, and offering spaces for sunbathing. A stage was installed on the lake for cultural events. Green spaces, water fountains, and light-coloured materials help to act as buffers against the heat, and semipermeable surfaces allow water retention when it rains, and improve environmental sustainability. A new restaurant, paths, and a network of cycling paths guarantee the zone’s accessibility and popularity.

Assessment

The project, which has been very positively received by both local residents and visitors, now has a higher attendance than was initially expected, which meant that changing and toilet facilities had to be extended. One result is that fewer private swimming pools are being constructed in the zone, a positive sign in terms of resource efficiency. Residents particularly value the open nature of the lake and the possibility of being able to swim in it at any time of day, for example before going to work or during the lunchbreak. The project, which has received several prizes in Austria and internationally, has inspired other towns to introduce similar projects.
