Director and founder of Design Society, a cultural initiative of China Merchants Group and the Victoria and Albert Museum in Shenzhen. Creative director of the Shenzhen Urbanism/Architecture Bi-City Biennale. Until 2012, he was director of the Nederlands Architectuurinstituut (NAi) in Rotterdam. He then became editor-in-chief of the journal Volume. He has curated a series of interventions to reconstruct public space in cities affected by disasters, such as Ramallah, Mexico City, Beirut and Pristina, as well as exhibitions for the Milan Triennial and Manifesta 3 (Ljubljana International Contemporary i Art Biennial).

He began his career as an art and architecture critic for De Groene Amsterdammer, writing a weekly column for ten years. He has also contributed to publications such as The Independent, Artforum and Domus. He has taught design at the Massachusetts Institute of Technology (MIT) and lectures at various universities. His work includes the encyclopaedia written with Roemer Van Toorn, The Invisible in Architecture (Wiley-Academy, 1994), Architecture of Consequence: Dutch Designs on the Future (nai010 Publishers, 2009), and the monograph about the 2012 Pritzker Prize winner Wang Shu Amateur Architecture Studio (Lars Müller Publishers, 2017).

Member of the jury of the European Prize for Urban Public Space from 2008 to 2012.
